Amin Adam urges BoG, Finance Ministry to clarify GN Savings Licence ruling

Former Finance Minister and Member of Parliament for Karaga, Dr Mohammed Amin Adam, has called on the Bank of Ghana (BoG) and the Ministry of Finance to provide clarity on the regulatory and fiscal consequences of the Court of Appeal ruling directing the restoration of the licence of GN Savings and Loans.

In a Facebook post shared on Saturday, May 23, 2026, Dr Amin Adam cautioned against the politicisation of financial-sector regulation, stressing that Ghana’s economic recovery and post-IMF credibility depend on maintaining confidence in regulatory institutions.

“Financial stability is not a campaign promise. It is a national asset,” he stated.

The former Finance Minister outlined three immediate steps he believes the Bank of Ghana should take following the court ruling.

According to him, the central bank must first explain the regulatory implications of the judgment and clarify whether it intends to challenge the ruling through an appeal.

Dr Amin Adam further argued that before any move is made to restore the company’s operations, the BoG should undertake a fresh prudential assessment and make public its broad findings. He said the review should cover critical areas including capital adequacy, liquidity, governance structures, asset quality, and risk management systems.

He also urged the Ministry of Finance to disclose any possible fiscal exposure arising from the ruling, including compensation claims, depositor liabilities, receiver-related costs, and potential recapitalisation obligations.

Dr Amin Adam warned that Ghana’s reputation after the IMF-supported programme would depend largely on whether reforms in the financial sector are perceived as sustainable and driven by technical considerations rather than political influence.

“If core financial-sector clean-up decisions are reopened through political pressure, the signal to markets could be damaging,” he cautioned.
