Dialogue crucial to resolving Publican AI tensions - Prof. Gyampo

The Chief Executive Officer of the Ghana Shippers’ Authority, Prof. Ransford Gyampo, has expressed confidence that ongoing concerns over the rollout of the Publican AI system will be resolved through dialogue with stakeholders.

The Publican AI system, introduced to modernise and streamline import clearance processes at Ghana’s ports, has triggered debate within the shipping and logistics sector since its rollout.

While authorities maintain that the system will improve efficiency, transparency, and reduce clearance delays, its implementation has faced resistance from key industry players, particularly freight forwarders.

The disagreement has contributed to tensions within the port community, with freight forwarders and clearing agents reportedly directed to suspend payment of duties and withdraw services from Monday, April 13 to Friday, April 17, 2026, as part of a trade action linked to the Ghana Union of Traders’ Associations (GUTA).

Speaking on the Citi Breakfast Show on Monday, April 13, Prof. Gyampo said he has been tasked to lead engagements with union leaders and other stakeholders to help resolve the concerns.

“I have been tasked by my bosses to meet with these union leaders this afternoon. Before the meeting, I had held discussions with them over the telephone, and so I am hopeful that we will be able to resolve the matters.

“I am hoping that by the close of today, we will be able to get them to come out with a certain announcement that will ease the tension and ensure that there are no disruptions at the port,” he said.

The planned engagement is expected to bring together freight forwarders, haulage operators, and other key stakeholders in the port value chain as efforts continue to restore calm and ensure smooth operations at the country’s ports.
