Government expands affordable housing to all Districts nationwide

The Minister for Works and Housing, Kenneth Gilbert Adjei, has announced that the government is intensifying efforts to decentralise housing delivery across the country as part of its broader affordable housing agenda.

Speaking at the National Home Ownership Fair in Accra on March 4, 2026, under the theme “Building Ghana: One Home at a Time,” the Minister assured Ghanaians—particularly civil servants and other public sector workers—that the Greenville District Housing Programme will extend beyond the capital to cover major cities and districts nationwide.

According to him, the initiative is aimed at ensuring equitable access to housing opportunities across the country.

“The government is decentralising housing delivery to ensure inclusivity. Opportunities will no longer be limited to Accra, Kumasi, Tamale and other major cities,” he said.

“Through the Greenville District Housing Programme, we are providing affordable, high-quality homes in every district, with priority given to civil servants, teachers, healthcare workers, security personnel and other public sector employees,” he added.

Mr. Adjei further revealed that the ministry is promoting low-carbon and climate-resilient construction methods through collaboration with key Ministries, Departments and Agencies (MDAs).

“In line with government policy, the ministry is advancing an integrated agenda that links climate resilience directly to housing delivery and sustainable homeownership,” he said.

“As part of Ghana’s Nationally Determined Contributions under the Paris Agreement, we are promoting low-carbon, climate-resilient construction in partnership with key MDAs.”

He noted that about a year ago the ministry launched an implementation roadmap aimed at promoting EDGE-certified homes, a building standard that measures efficiency in energy use, water consumption and the embodied energy of construction materials.

Meanwhile, the Chief Executive Officer of the National Homeownership Fund, Prosper Hoetu, revealed that the Fund is working to introduce single-digit mortgage rates under the National Mortgage Scheme.

He explained that declining interest rates and improving macroeconomic conditions have created an opportunity to make mortgage financing more accessible, particularly for low- and middle-income earners.
