Kwabena Agyepong unveils “new dawn agenda” with six core pillars ahead of NPP primaries

New Patriotic Party (NPP) flagbearer hopeful, Ing. Kwabena Agyepong, has outlined six core pillars that he says will define his administration if he wins the party’s flagbearer position on January 31, 2026, and goes on to lead the party to victory in the 2028 general elections.

The announcement was made on Tuesday, January 20, at Silicon House in Accra, during an address to party supporters and the nation. He branded the initiative his “New Dawn Agenda,” aimed at reversing policies he says have demoralised citizens over the years.

The Six Pillars


  1. Land Reforms, Youth Empowerment, and Modernised Agriculture
    Agyepong plans to streamline land title registration, cut bureaucratic delays, and link youth-led environmental stewardship with land reclamation projects. He envisions a climate-smart agriculture sector, promoting farming as a dignified and profitable profession.

  2. Urban Regeneration, Rural Renewal, and Environmental Protection
    The plan focuses on enforcing spatial planning regulations, transforming chaotic urban areas into organised settlements, and equipping rural communities with essential amenities, with the goal of beautifying and modernising Ghana.

  3. Fiscal Discipline and Value for Money
    The administration pledges to complete existing projects before starting new ones, curb wasteful spending, and instil a maintenance culture across government projects and agencies.

  4. Restoring Meritocracy and Professionalism in Public Service
    Agyepong promises that appointments and promotions will be performance-based. He proposes:

    • Capping the cabinet at 19 ministers with an equal number of deputies.

    • Limiting Supreme Court judges to 11 and abolishing the mandatory retirement age of 70, allowing them to serve until physically unable.

    • Maintaining 16 regional ministers to streamline governance.

  5. National Trade Licence Regime
    He plans to bring the informal sector into the formal economy through support and incentives, rather than punitive taxation, to boost entrepreneurship and economic participation.

  6. Empowering Creative Arts and Reigniting Sports
    The policy includes strict copyright enforcement to protect creative professionals, while prioritising development in soccer, athletics, and boxing, without neglecting other sports disciplines. The goal is to restore national pride in arts and sports.

Agyepong described the New Dawn Agenda as a framework born from experience, aimed at rebuilding citizen confidence, restoring governance credibility, and modernising Ghana in key sectors.
