It is possible to survive in public service without being corrupt- Prof Bawole

Professor Justice Nyigmah Bawole, Dean of the University of Ghana Business School (UGBS), has called for bold ethical reforms to combat corruption and enhance public administration in Ghana.
In his Inaugural Lecture at the University’s Great Hall on July 10, 2025, Prof. Bawole described corruption as a persistent issue that weakens institutions and erodes public trust.
He stressed the importance of continuous civic education and a cultural shift that prioritizes integrity.
“It is possible to live right and survive in public service without being corrupt. Without a consistent moral foundation, punishing offenders becomes nothing more than a firefighting effort.”
“True change must be rooted in a shared societal morality that drives sustainable development,” he said.
Prof. Bawole also pointed out that Ghana’s “wicked problems” stem from a failing public administration system. He explained that national development requires not just effective policies but also morally sound institutions and citizens.
