DVLA has no mandate to determine vehicle ownership disputes – CEO

The Driver and Vehicle Licensing Authority (DVLA) has stated that it has no legal authority to resolve disputes over vehicle ownership in Ghana.

In a public notice signed by the Chief Executive Officer of the DVLA, Julius Neequaye Kotey, the Authority explained that its mandate is limited to the registration and licensing of vehicles based on documents submitted by applicants.

According to the DVLA, it is not a judicial institution and therefore cannot determine or arbitrate issues relating to the ownership or legal title of vehicles.

The Authority noted that all disputes concerning vehicle ownership must be settled through the courts or by using Alternative Dispute Resolution (ADR) mechanisms under the Judicial Service.

It further stated that any changes to vehicle ownership records would only be effected upon the presentation of a valid court order or a legally signed transfer agreement between the parties involved.

The DVLA also advised the public to ensure that all vehicle transactions are supported by proper legal ownership documents before purchasing or transferring vehicles.

The notice, according to the Authority, is part of efforts to educate the public on the DVLA’s responsibilities and the legal procedures governing vehicle ownership disputes in the country.
