The Deputy Minister of Lands and Natural Resources, Alhaji Yusif Sulemana, has announced a major government initiative aimed at digitising Ghana’s land records to streamline land administration and boost investor confidence.
Speaking at the Africa Real Estate Conference and Expo held in Accra on Thursday, June 19, 2025, the Deputy Minister highlighted the government's commitment to modernising the country’s land management system.
“We are embarking on a nationwide land records digitisation project,” Sulemana stated. “This initiative involves scanning millions of historical documents, mapping land parcels with satellite imagery and drone technology, and creating a centralised digital database of land ownership.”
He explained that Ghana’s current manual system is outdated, often resulting in long delays and inefficiencies. The new digitisation effort, he said, will provide a more accurate and accessible source of information, significantly reducing the time required to retrieve land records.
“At present, obtaining documents from the Lands Commission can take hours. Our goal is to transition from paper-based records to a digital system that delivers faster, more reliable service,” he noted.
As part of the transformation, the ministry is launching a National Land Information System (NLIS) — a digital platform designed to revolutionise land transactions in Ghana.
“This is a game-changing initiative,” Sulemana emphasized. “It will bring transparency and efficiency to land administration, restore trust in the system, and ultimately enhance investor confidence. This will unlock the full economic potential of Ghana’s land resources.”
The digitisation project is a key component of Ghana’s broader digital transformation agenda and is expected to significantly improve land governance and public service delivery in the years ahead.
