The government has announced plans to engage key stakeholders and outline a clear roadmap toward the passage of the Non-Profit Organisation (NPO) Bill, aimed at regulating the operations of Non-Governmental Organisations (NGOs) and Civil Society Organisations (CSOs) in Ghana.

Vice President, Professor Naana Jane Opoku-Agyemang, made the announcement at the Ghana Civil Society Forum 2025, held under the theme “Reimagining Development Financing and Civil Action: Challenges, Opportunities and the Way Forward.”

Delivering her keynote address on Wednesday, June 25, Prof. Opoku-Agyemang explained the urgent need to address the legislative gap surrounding the activities of CSOs.
“The first has to do with reforming regulatory frameworks that govern NGOs and CSOs. There are currently no specific laws in place that facilitate the activities of CSOs. We are committed to working with civil societies to build consensus, towards passing the bill into law," she said.

She described reforming the regulatory framework as a critical first step toward ensuring accountability, transparency, and more effective civil engagement in national development.
