Despite years of battling to ending the conflict between Members of Parliament (MPs) and District Chief Executives (DCEs) but without success, another conflict seems to be surfacing to deepen the woes of politicians in whose care the country has been entrusted with.

This new conflict appears to be already, knocking the heads of the Executive, MPs and DCEs over the disbursement and utilization of the US$1,000,000.00 for developmental projects in each of the 275 constituencies which is spearheaded by the Ministry of Special Development Initiatives under the leadership of Hon. Mavis Hawa Koomson.

In his opening remarks to his colleagues MPs at a post-budget workshop in Koforidua in the Eastern Region, Sunday, the Minority Leader, Hon. Haruna Iddrisu hints of the new conflict and the dangers it poses to the Executive, MPs and DCEs.

“There is a new conflict and that conflict is engendered by government’s Executive action and that conflict is the allocation of money and resources to the Minister of Special Development Initiatives, Mavis Hawa Koomson, to spend on behalf of the District Assembly and to spend on behalf of Members of Parliament. I do not find that acceptable and that itself will engender a new conflict between the Assemblies, the Ministry of Special Development Initiatives and Members of Parliament”, he noted.

He added “Who must spend that US$1,000,000.00 or GHS4,000,000.00 at what exchange rate on my behalf? Is it the Assembly; is it the Ministry of Special Development Initiatives; or is it the somebody sitting at the Flagstaff House? That conflict needs to be resolved because beyond capping of the District Assemblies Common Fund, the resources for the Assemblies and the constituencies are not hitting the grounds”.

His message was well received by the MPs as almost all of them appeared to be in support of the concerns raised by the Minority Leader.
