Parliament passes Ghana Scholarship Authority bill

Parliament has approved the Ghana Scholarship Authority Bill, paving the way for significant reforms in the management and distribution of scholarships nationwide through the creation of the Ghana Scholarship Authority.

The Minister for Education, Haruna Iddrisu, moved the motion for the bill to be taken through its third reading, after which the House unanimously passed it.

“Honourable Members, the Ghana Scholarship Authority Bill 2025 is duly read for the third time and passed,” Speaker Alban Bagbin announced.

The bill is expected to enhance transparency, strengthen oversight, and streamline the administration of scholarships across the country.

Its passage comes after Parliament temporarily suspended consideration of the bill to allow for wider stakeholder engagement. This followed public concerns, particularly from the Citizens’ Coalition, a group of civil society organisations and prominent individuals over the initial decision to process the bill under a certificate of urgency.

The Coalition had argued that reforms of such scale required broader consultation.

Education Minister Haruna Iddrisu later explained that the Presidency advised Parliament to pause deliberations to enable further engagement, a process that has now been completed with the bill’s final approval.
