More courtrooms won’t solve judicial backlog- Justice Bartels-Kodwo

Supreme Court nominee, Justice Janapare Adzua Bartels-Kodwo has raised concerns about the common assumption that increasing the number of courtrooms will resolve Ghana’s persistent case backlog.

Speaking before Parliament’s Appointments Committee on Tuesday, June 17, Justice Bartels-Kodwo explained that the real obstacles to timely justice delivery lie in systemic inefficiencies, not a shortage of physical courtroom space.

She noted that the existing judicial infrastructure is adequate for handling small claims and similar cases.

“If we are just talking about more claims court, I believe that the court as we have it now, we have the space for those small claims, and setting up more courts in my view respectfully will not solve the problem of cases not moving fast,” she said.

Her position contrasts with that of fellow Supreme Court nominee Justice Senyo Dzamefe, who appeared before the committee the previous day.

Justice Dzamefe supported expanding courtroom infrastructure, alongside investing in technology, as key strategies to expedite case resolution.
