Petroleum Hub project nearing agreement as government pushes for implementation — Jinapor

The Minister of Energy and Green Transition, Dr John Abdulai Jinapor, has announced that discussions on the Petroleum Hub project have reached an advanced stage, with an agreement expected to be concluded soon to pave the way for its development.

Speaking at the Ghana International Petroleum Conference (GHIPCON) on Thursday, July 16, 2026, Dr Jinapor said the government has been working intensively since taking office to revive the project, with significant progress now made towards implementation.

He explained that the initiative forms part of government’s broader plan to position Ghana as a major regional centre for petroleum products and strengthen the country’s role in the oil and gas sector.

“We are working with neighbouring countries so that Ghana will become a hub for fuel and other petroleum products. Since assuming office, we have been working around the clock, with Dr Toni Aubynn leading the team. We are now at the point of signing the agreement so that we can develop this potential, create jobs, and put the country on a sound economic footing. The future is bright,” he said.

The Energy Minister reiterated government’s commitment to transforming Ghana into a regional petroleum hub, describing the project as a key component of its vision for industrial growth, job creation and economic development.

Although Dr Jinapor did not provide specific details of the agreement, reports indicate that the Petroleum Hub Development Corporation (PHDC) has been holding discussions with potential international partners, including stakeholders from the United Arab Emirates (UAE).

The PHDC recently disclosed that it had engaged the UAE Embassy in Ghana on the project, with both sides expressing interest in supporting its development.

The corporation has also signed a Memorandum of Understanding with Qatar-based Al Kaabi Holding Group for the construction of some critical infrastructure at the hub.

The Petroleum Hub project, which is planned for the Jomoro Municipality in the Western Region, is expected to feature three refineries, five petrochemical plants, storage facilities, jetties and port infrastructure to support petroleum processing and distribution.
