The Driver and Vehicle Licensing Authority (DVLA) has announced that owners of vehicles registered before 2023 will be required to pay GH¢25 to have their records updated on the Authority’s digital system.
Director of Driver Training, Testing, and Licensing at DVLA, Kafui Semevo, explained that the digital onboarding exercise is designed to verify ownership of manually registered vehicles while preventing uncustomed vehicles from being recorded in the system.
Vehicle owners will be required to visit DVLA offices or designated centres in person, bringing their vehicles, registration documents, customs declaration forms, and Ghana Card for biometric verification.
Mr Semevo urged vehicle owners who have not yet enrolled on the DVLA’s digital platform to take advantage of the exercise. Successful onboarding will allow them to obtain a title certificate and an electronic registration card—both of which will become mandatory when the new licence plate policy is fully implemented.
He clarified that while the verification of documents and vehicles is free, the GH¢25 fee applies only to the biometric verification.
“The onboarding process itself—verifying documents, verifying the vehicle, and confirming it in our records—does not incur a charge. The GH¢25 covers only the bio-data verification,” he said.
Mr Semevo added that owners will not pay for the electronic card or title certificate at this stage, ensuring they do not incur extra costs when the new licence plate system is introduced. “At this point, just pay for the verification. Once the new system starts, you can obtain your title and card with the new number. This approach is fair,” he explained.
He also noted that vehicles registered between January 2022 and December 2023 are not yet part of the onboarding exercise. Owners of such vehicles have been advised to wait until the DVLA officially invites them to participate.
