Energy sector levy amendment act takes effect today
The revised Energy Sector Levy (Amendment) Act, 2025 (Act 1141) officially comes into effect today, Wednesday, July 16, 2025.
The updated levy structure, announced by the government and implemented by the Ghana Revenue Authority (GRA), follows a previously delayed rollout aimed at assessing global market trends and safeguarding the recent gains in domestic fuel prices.
The decision to move forward was made after consultations with the Ministries of Finance and Energy, following a comprehensive review of current economic conditions.
Authorities explain that the timing of the levy is aligned with broader strategies to stabilize the economy and address funding gaps in the country’s energy sector.
The revised law introduces higher rates under the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL), particularly impacting several petroleum products. The changes are intended to increase revenue for repaying legacy debts and supporting the development of energy infrastructure.
