The Minister for Communications, Digital Technology and Innovation, Sam George, has confirmed that the government is actively engaging global payment platform PayPal to whitelist Ghana and restore full access to its services.
Speaking during a live X Space discussion hosted by influencer KalyJay on Thursday, June 12, 2025, the Minister disclosed that official talks have commenced with PayPal’s African operations team.
“Just last week, my policy advisor at the ministry met with a senior official in charge of government operations for Africa from PayPal. We’ve started a conversation. They’ve given us a checklist, and we’re going to work with the Bank of Ghana to ensure we’re able to complete it,” Sam George stated.
He acknowledged that earlier attempts to onboard PayPal into Ghana’s digital payment system had stalled, primarily due to unmet technical and regulatory requirements. However, he assured that the Ministry is now fully committed to meeting those standards.
“This time, we are determined to complete the process and bring PayPal back to Ghana,” he emphasized.
The reintroduction of full PayPal services in Ghana is expected to be a game-changer, particularly for freelancers, e-commerce businesses, digital entrepreneurs, and remote workers, many of whom currently face significant barriers in conducting international transactions.
The Minister reiterated that restoring PayPal access aligns with the government’s broader goal of enhancing digital inclusion and financial integration in Ghana’s growing digital economy.
