Ghana Water Limited (GWL) has disclosed that customer arrears totaling around GH¢2 billion are severely constraining its cash flow, limiting the company’s capacity to expand services and upgrade critical infrastructure.

Despite producing approximately 220 million gallons of water daily nationwide, GWL reports that only 106 million gallons are billed and accounted for, leaving 114 million gallons unaccounted for.

In the Accra region, where weekly water demand is estimated at 210 million gallons, a shortfall of 73 million gallons persists, largely attributed to unpaid bills and losses from unaccounted-for water.

Speaking at the inauguration of the Revenue Enhancement Teams on Wednesday, February 4, an initiative aimed at boosting revenue mobilisation and improving service delivery, GWL Managing Director Adam Mutawakilu explained that the losses arise from both technical and commercial challenges.

“Our assessment indicates that about 32% of non-revenue water is due to technical losses, such as aged pipes and transmission and distribution issues. However, around 78% stems from illegal connections, meter bypassing, billing anomalies, and outright water theft,” the company stated.

The Revenue Enhancement Teams are expected to strengthen monitoring, curb revenue leakages, and ensure that water produced is effectively billed and collected, ultimately supporting improved service delivery across the country.
