Ministry of Energy clarifies private sector role in ECG amid PUWU concerns

The Ministry of Energy and Green Transition has addressed concerns raised by the Public Utilities Workers’ Union (PUWU) regarding the selection of a Transaction Advisor for the Private Sector Participation (PSP) in the Electricity Company of Ghana (ECG).
In a statement, the Ministry emphasized that Cabinet, under President John Dramani Mahama, approved the PSP initiative in April 2025 as part of broader reforms aimed at improving billing, revenue collection, service delivery, and reducing technical and commercial losses within ECG.
While acknowledging notable improvements in ECG’s performance since January 2025, the Ministry noted that critical operational and financial challenges remain, posing risks to the company’s sustainability and the stability of Ghana’s power sector if not addressed.
The Ministry stressed that the government has no intention to sell ECG, clarifying that the PSP framework is not a divestiture. Instead, it involves strategically engaging private sector expertise through concession arrangements to enhance specific operational areas of the company.
Officials assured that the selection of a transaction advisor is a technical and procedural step to structure the PSP, and does not signify an outright sale. The Ministry reaffirmed its commitment to protecting workers’ interests and maintaining an open dialogue with PUWU to resolve concerns in good faith.
Ultimately, the Ministry reiterated its dedication to building a reliable, efficient, and sustainable power sector while strengthening ECG for the benefit of all Ghanaians.
