The Minority in Parliament has blocked the adoption of the Health Committee's report on the Ghana Medical Trust Fund Bill, 2025, also known as the Mahama Cares programme, citing concerns over the lack of quorum for decision-making.
The Bill, which is being fast-tracked under a certificate of urgency, seeks to create a dedicated trust fund to support specialized medical care for chronic conditions such as cancer, stroke, kidney failure, and diabetes.
During parliamentary proceedings, following a debate on the committee’s report, First Deputy Minority Whip, Habib Iddrisu, raised concerns about the lack of quorum. He urged Second Deputy Speaker, Andrew Asiamah Amoako, to defer any vote on the report.
The Second Deputy Speaker agreed to postpone the decision, scheduling it for Tuesday, pending further consultation and confirmation of quorum.
In response to the situation, Majority Leader Mahama Ayariga indicated that the Majority Caucus had chosen to align with the Minority's concerns and opted for a compromise instead of using its numerical strength to push the report through.
