The financial losses tied to the ongoing National Service Authority (NSA) scandal are much larger than initially reported, according to Attorney General and Minister for Justice, Dr. Dominic Ayine.
During the Government Accountability Series on Wednesday, October 22, 2025, Dr. Ayine disclosed that a forensic audit by the Auditor General has revealed a staggering GHS 2.2 billion in stolen or misused funds within the NSA. This figure marks a dramatic increase from the GHS 548 million originally reported in June 2025.
“Also, I wish to announce that the Auditor General has conducted a forensic audit into the NSA scandal, and the total amount of money stolen or illegally spent now stands at GHS 2.2 billion. This is significantly higher than the GHS 548 million that was uncovered by our investigators earlier this year,” Dr. Ayine stated.
Meanwhile, Gifty Oware Mensah, the former Deputy Executive Director of the NSA and a key figure in the scandal, has pleaded not guilty to charges of causing financial loss exceeding GHS 38 million to the state.
Mrs. Oware Mensah appeared before the Accra High Court on Wednesday, where she was formally charged with five counts, including willfully causing financial loss, stealing, money laundering, and using her public office for personal gain.
Prosecutors allege that, during her time in office, Oware Mensah created nearly 10,000 fictitious National Service personnel, siphoning off monthly allowances for those ghost names. The fraudulent activities are said to have led to losses exceeding GHS 38 million to the government.
