The Office of the Special Prosecutor (OSP) will today, Monday, November 24, 2025, put eight individuals—including former Finance Minister Ken Ofori-Atta—before court as part of its ongoing probe into the contentious revenue assurance contracts between Strategic Mobilisation Limited (SML) and the Ghana Revenue Authority (GRA).
This move follows the filing of 78 charges against Ofori-Atta and seven others, all accused of playing various roles in what the OSP describes as irregular and unlawful procurement arrangements.
In a statement published on its official Facebook page on Thursday, November 20, the OSP disclosed that it will also request permission from the court to serve the charge sheets on accused persons who are currently outside the country.
The charges—filed on Tuesday, November 18, 2025—include alleged breaches of Section 23(1) of the Criminal Offences Act, 1960 (Act 29) and Section 92(2)(b) of the Public Procurement Act, 2003 (Act 663).
A key portion of the suit, filed at the Criminal Division of the High Court in Accra (Case No. CR/0106/2026), reads:
“Conspiracy to commit the criminal offence of directly or indirectly influencing the procurement process to obtain an unfair advantage in the award of a procurement contract, contrary to section 23(1) of the Criminal Offences Act, 1960 (Act 29), and section 92(2)(b) of the Public Procurement Act, 2003 (Act 663).”
Those scheduled for prosecution include former GRA Commissioners-General Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti; senior GRA officials Isaac Crentsil and Kwadwo Damoa; former Technical Advisor at the Ministry of Finance Ernest Akore; owner of SML Evans Adusei; and Strategic Mobilisation Limited (SML) itself.
The arraignment is expected to mark a major step in one of the most high-profile corruption-related cases the OSP has pursued in recent years.
