Parliament was forced to suspend proceedings on Tuesday after chaos erupted on the floor when the Minority caucus prevented Majority Leader Mahama Ayariga from responding to demands for the withdrawal of a letter declaring the Kpandai parliamentary seat vacant.

The uproar followed Parliament’s formal notification to the Electoral Commission on Monday, December 8, 2025, indicating that the seat had become vacant in accordance with a High Court ruling that ordered a rerun of the Kpandai election.

Minority MPs, dressed in black, broke into patriotic songs, banged their desks, and hooted at the Clerk of Parliament, Ebenezer Ahumah Djietror, who earlier attempted to restore order in the chamber.

At the center of the dispute is a December 4, 2025, letter from the Clerk to Electoral Commission Chairperson Jean Mensa, informing her of the vacancy. Minority Chief Whip Frank Annoh-Dompreh described the correspondence as “out of place” and “unfortunate,” arguing that it contravened established procedures and demanded its withdrawal.

The standoff intensified as Minority members repeatedly disrupted Mahama Ayariga whenever he attempted to address the House, prompting Speaker Alban Bagbin to temporarily suspend the sitting.

Before the suspension, the Speaker urged MPs to adhere to parliamentary rules, noting that he could only rule on the matter after hearing from the leadership on both sides of the House.
