The Trades Union Congress (TUC) has cautioned the Ministry of Transport and the Ghana Railway Development Authority (GRDA) against resuming passenger train services on the Tema-Mpakadan corridor without addressing critical labour concerns.
The warning follows an announcement by Dr. Frederick Appoh, Chief Executive Officer of the GRDA, who disclosed on Wednesday that passenger operations would restart on October 1, 2025. He explained that earlier obstacles, including infrastructure defects and land encroachment, had been resolved.
However, at a press conference in Accra that same day, TUC Secretary-General Joshua Ansah raised serious concerns over the welfare of workers at the Ghana Railway Company Limited (GRCL), the state-owned operator. He revealed that employees have gone without salaries for an entire year.
“It has been 12 solid months since workers of the Ghana Railway Company Limited received their last salary. Just imagine the hardship faced by these workers and their families in today’s Ghana without pay for a whole year,” Mr. Ansah stressed.
The union further accused government of attempting to bypass GRCL in managing the service, describing the move as unacceptable.
“The Ministry of Transport and the Ghana Railway Development Authority must desist from this unholy attempt to operate trains without the rightful operator, the GRCL. The company is wholly government-owned and mandated to run these lines. Any effort to sideline it will be strongly resisted,” Mr. Ansah declared.
The TUC has therefore warned that unless the salary arrears are settled and GRCL is fully recognized as the legitimate operator, it will oppose the planned resumption of service.
