Zoomlion rejects Auditor-General’s findings on All-African Games billing practices

Zoomlion Ghana Limited has pushed back firmly against findings by the Auditor-General alleging duplication of labour charges in invoices submitted for cleaning and vector control services provided during the 13th All-African Games, describing the conclusions as a misrepresentation of the work carried out.

In a statement issued on Wednesday, May 27, 2026, the waste management company said the Auditor-General’s report had incorrectly merged two separate and distinct service contracts — one for vector control and another for janitorial services — and wrongly interpreted labour charges appearing in both as evidence of duplication.

Zoomlion explained that the two contracts covered entirely different operations.

Vector control involved mosquito management, fogging, and the elimination of reptiles, rodents, and cockroaches using specialised equipment, while janitorial services encompassed waste evacuation, toilet maintenance, mopping, and daily cleaning at competition venues.

The company maintained that labour charges under each contract reflected legitimate personnel costs tied to separate teams, operations, and schedules.

“The findings misinterpret operational reality, ignore the distinct scope of services provided under separate contracts and overlook the fact that all supporting documents were already available to the Auditor General at the material time,” the company stated.

Zoomlion disclosed that its scope of work spanned more than 30 activities, including waste collection, vacuum cleaning, medical waste treatment, mobile toilet provision, water supply, and cesspit management across four major venues — the Accra Sports Stadium, Borteyman Sports Complex, Achimota Cricket Oval, and Bukom Trust Emporium.

The company also revealed that over 350 personnel were trained at the Army Peace Operations Training School between February 4 and February 24, 2024, in preparation for round-the-clock sanitation and vector control operations throughout the Games.

All invoices, service schedules, supervision logs, and equipment deployment records, it said, had been duly submitted to the Ministry of Sports and other relevant state institutions overseeing the event.

Zoomlion argued that the services it rendered contributed directly to the successful hosting of the Games without any sanitation failures or disease outbreaks, and concluded with an unequivocal denial of the allegations.
