Controller targets 4,000 Public Workers over unpaid student loans

The Controller and Accountant-General, Kwesi Agyei, has revealed that about 4,000 public sector workers on the government payroll have outstanding debts to the Student Loan Trust Fund (SLTF).
He made the disclosure at the launch of the SLTF’s 20th anniversary celebrations held on Thursday, June 18, 2026.
According to him, the Controller and Accountant-General’s Department is collaborating with the SLTF to recover the unpaid loans through salary deductions.
“We have already identified over 4,000 workers on the government payroll through our collaboration with the Trust Fund. In the coming days, we will engage with the Trust Fund on the modalities for implementing these deductions. We envisage that these deductions will become one of the important statutory sanctions on their salaries,” he said.
Mr. Agyei explained that the move is in line with existing legal and regulatory frameworks governing public sector payroll administration and is aimed at improving loan recovery.
He stressed that effective repayment is crucial to the sustainability of the Student Loan Trust Fund.
“The sustainability of the revolving fund depends on the timely repayment of loans, ensuring resources remain available for future students,” he added.
The SLTF continues to play a key role in supporting tertiary students in Ghana through loan financing, but officials have repeatedly raised concerns about delayed repayments affecting its ability to support new applicants.
The latest initiative is expected to strengthen recovery efforts and ensure the long-term viability of the fund.
