High Court upholds GSA’s Container charge cap directive

The Ghana Shippers’ Authority (GSA) has won a legal battle after the High Court dismissed an application seeking to halt the implementation of its directive limiting Container Administrative Charges (CAC) at Ghana’s ports.
The decision allows the Authority to proceed with enforcing the new policy, which is designed to regulate shipping-related fees and reduce excessive administrative charges imposed by shipping lines on port users.
The GSA said the directive is expected to ease financial pressure on importers, exporters and other stakeholders within the maritime sector while improving transparency and accountability in port operations.
Under the new arrangement, Container Administrative Charges have been capped at GH¢720 per Twenty-foot Equivalent Unit (TEU).
In a statement, the Ghana Shippers’ Authority explained that the High Court, in its ruling delivered on July 10, 2026, held that the directive had already become effective from the date it was issued.
The court therefore determined that granting the injunction requested by the applicants would not be appropriate, paving the way for the continued implementation of the CAC cap policy.
