NSA DG’s reassignment tied to ghost names and system clash- Larry Dogbe

Larry Dogbe, Managing Editor of The Herald newspaper, has alleged that the reassignment of Felix Gyamfi, the Acting Director-General of the National Service Authority (NSA), to the Ministry of Finance is tied to a clash over competing interests in managing the Authority’s posting system.

Mr. Gyamfi was reassigned on Monday, September 8, 2025, as part of a broader government reshuffle aimed at aligning key personnel with economic management priorities, according to sources at the Jubilee House.

While no official explanation has been given, reports indicate that the decision may have been influenced by delays in posting new service personnel following an audit of the NSA’s online portal.

In an interview on Eyewitness News, Mr. Dogbe suggested that the reassignment stemmed from a disagreement between Youth Development and Empowerment Minister, George Opare Addo and Mr. Gyamfi.

According to him, the NSA Director-General was advocating for the improvement of the existing posting system with tighter security measures to eliminate ghost names, while the minister pushed for a completely new system.

Mr. Dogbe further alleged that the minister’s push for a new system was motivated by a desire to award the contract for the new system to an associate.

“The presidency will want to take a really good look at this matter again. They should read the reports that have come out of these investigations, or there will be more ghost names. On a lighter note, the ghosts in the previous one are the ones chasing Mr. Gyamfi for more ghost names to enter,” he said.

He recalled that the issue of ghost names had been a major problem for the National Service Scheme in the past, leading to prosecutions during President John Dramani Mahama’s first term.

Mr. Dogbe cautioned that without proper oversight, the same issues could resurface.

“Less than 10 years after prosecutions and recoveries, we are still facing the same issue. If we say we want to tighten loose ends and someone insists on bringing in another system without competitive tendering, we are bound to repeat past mistakes. Felix Gyamfi could be moved and Hubtel or any other company handed the contract, but we will be back here talking about ghost names again,” he cautioned.
