TOR, Sentuo could supply half of Ghana’s fuel needs at full capacity – CBOD CEO

The Chief Executive Officer of the Chamber of Bulk Oil Distributors (CBOD), Dr. Patrick Kwaku Ofori, has said Ghana could produce up to half of its domestic fuel requirements if the Tema Oil Refinery (TOR) and the Sentuo Oil Refinery operate at full capacity.

Speaking on the Citi Breakfast Show on Monday, August 3, Dr. Ofori said expanding local refining capacity would significantly reduce the country’s reliance on imported petroleum products while strengthening national energy security.

According to him, the combined production capacity of the two refineries has the potential to meet about 50% of Ghana’s fuel demand, reducing the country’s exposure to fluctuations in the international fuel market.

“If the two are able to operationalise to their full capacity, we are looking at 50% of our domestic consumption being produced locally,” he said.

Despite the potential gains, Dr. Ofori cautioned against depending entirely on local refineries, stressing the importance of maintaining multiple fuel supply sources to ensure stability within the petroleum sector.

He explained that a diversified supply chain would help the country avoid shortages and minimise the need for costly emergency fuel imports whenever there are operational challenges at any refinery or other petroleum infrastructure.

The CBOD Chief Executive further called for policies that encourage fair competition within Ghana’s downstream petroleum industry, arguing that a balanced market environment would support investment, safeguard jobs and promote the long-term growth of the sector.

He added that strengthening local refining while maintaining a competitive and resilient supply system would position Ghana to better manage future energy challenges and improve the overall efficiency of the country’s petroleum industry.
