EOCO links Miracles Aboagye’s arrest to alleged GH¢55 million financial irregularities

The Economic and Organised Crime Office (EOCO) has revealed that the arrest of former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Miracles Aboagye, forms part of an ongoing investigation into alleged financial and procurement irregularities involving approximately GH¢55 million.
Mr. Aboagye was arrested alongside the former Accountant of the IMCCoD Secretariat, Gerald Appiah, as investigators intensify efforts to unravel what EOCO describes as suspected large-scale mismanagement of public funds.
In a statement issued on Monday, July 13, 2026, the anti-corruption agency said the investigation centres on allegations of misappropriation, diversion, misapplication and theft of state resources during the period Mr. Aboagye served as Executive Secretary.
According to EOCO, the probe was launched after the current Executive Secretary petitioned the agency to investigate findings contained in a forensic audit covering the operations of the Secretariat between August 1, 2022, and February 2, 2025.
Investigators are examining allegations including conspiracy to steal, stealing, using public office for personal gain, causing financial loss to the state, dissipation of public funds, defrauding by false pretences and money laundering.
EOCO disclosed that fresh evidence uncovered last week prompted the decision to arrest Mr. Aboagye over what it described as suspected fraud and theft-related offences.
The agency noted that the former IMCCoD Executive Secretary had previously cooperated with investigators and was already aware of the ongoing inquiry.
It further revealed that a stop order had been placed on him about a week before his arrest as part of plans to take him into custody. However, by the time the directive was issued, he had already travelled outside the country.
EOCO said officers of the Ghana Immigration Service intercepted Mr. Aboagye upon his arrival at Kotoka International Airport on Saturday night and handed him over to investigators the following morning.
Following his arrest, the former government official reportedly accompanied investigators on a search operation on Sunday, with EOCO indicating that the exercise was expected to continue as part of the investigation.
The anti-graft agency also confirmed that Mr. Aboagye would be granted bail in line with the provisions of Ghana’s Constitution and applicable laws.
Meanwhile, his co-suspect, Gerald Appiah, is expected to regain his freedom after fulfilling his bail conditions.
EOCO further disclosed that Mr. Appiah has voluntarily begun refunding portions of funds linked to the alleged offences but stressed that the repayments do not amount to an admission of guilt or bring the investigation to a close.
“Those recoveries do not and by themselves conclude the investigative process neither does it absolve any suspect of any crime,” the agency stated.
EOCO reaffirmed its commitment to conducting a fair, impartial and professional investigation while safeguarding the constitutional rights of all persons involved.
The agency added that additional updates will be made public as investigations progress.
