Unlicensed delivery riders crackdown suspended due to poor consultation- Sam George

Minister for Communications, Digital Technology and Innovation, Samuel Nartey George, has clarified that the recent suspension of enforcement actions against unlicensed delivery riders stemmed from inadequate consultation with stakeholders.
The operation, spearheaded by the Postal and Courier Services Regulatory Commission (PCSRC) in collaboration with the Ghana Police, sought to ensure that all courier service providers, including individual riders, complied with licensing requirements under existing regulations.
While affirming the PCSRC’s legal authority to regulate the courier and logistics industry, the Minister acknowledged that the enforcement rollout lacked adequate stakeholder engagement.
“As ministry having oversight over PCSRC, we fully endorse the regulation and licencing of the space. So that is not in question. However, it appears as though the enforcement of the licencing has happened in a manner that does not suggest sufficient engagement with stakeholders,” he said.
A stakeholder meeting is scheduled for September 2, bringing together representatives from courier companies, individual operators, the PCSRC and its board, the Ministry, and other relevant actors in the delivery and logistics ecosystem.
“We need to have a conversation that the law must be implemented in a serene manner and that is simply what we are going to do. So it is not to say that there will be no regulation,” he noted.
He reaffirmed the government’s commitment to regulation but stated that enforcement must be fair, inclusive, and informed by dialogue with those affected.
