Gifty Oware’s husband’s 2022 scholarship included living expenses for her

The Registrar of the Ghana Scholarships Secretariat, Alex Kwaku Asafo-Agyei, has alleged widespread irregularities in scholarship disbursements under the leadership of his predecessor, Dr. Kingsley Agyemang, including the extension of full financial support to recipients’ spouses and children.

Speaking on Adom TV on Tuesday, September 9, Asafo-Agyei described the practice as a misuse of public resources, pointing out that the Secretariat not only paid tuition and stipends for awardees but also fully covered visa fees, airfare, and annual allowances for their dependents.

“When someone is awarded a scholarship, their wife and children are added as dependents. The Secretariat pays for all their visa processes, air tickets, and even stipends. There are official memos confirming these approvals,” he revealed.

One cited example involves Mr. Peter Mensah, who in January 2022 was granted a scholarship to pursue an LLM in Law at Brunel University, London. Documents reportedly show the award covered:

  • £17,875 in tuition fees
  • £16,008 per annum in living expenses for Mr. Mensah
  • £8,160 annually for his spouse, Mrs. Gifty Oware Mensah, former Deputy Director of the National Service Scheme

A letter issued by the Secretariat explicitly confirmed that both tuition and dependent allowances were to be covered in full.

The revelations have reignited long-standing concerns about the equity and transparency of scholarship allocations.

Civil society organisations have repeatedly criticised the system for favouring politically connected individuals rather than prioritising merit-based or financially needy applicants.
