Ato Forson to unveil new economic policy in 2026 Mid-Year Budget Review

Finance Minister Dr Cassiel Ato Forson is expected to unveil the government’s New Economic Policy when he presents the 2026 Mid-Year Budget Review to Parliament on Thursday, July 23.
The policy is expected to mark a shift from the government’s focus on economic stabilisation to a long-term growth strategy aimed at sustaining Ghana’s economic recovery and accelerating development.
According to government sources, the framework will build on the fiscal reforms and recovery measures introduced by the Mahama administration while outlining a roadmap for sustainable economic transformation.
The policy is expected to prioritise job creation, higher productivity, economic resilience and inclusive growth as the foundation of the government’s development agenda.
As part of the budget presentation, Dr Forson is also expected to brief Parliament on Ghana’s successful completion of the International Monetary Fund’s Extended Credit Facility (ECF) programme and the country’s transition to the Policy Coordination Instrument (PCI).
The Finance Minister is anticipated to provide an update on the country’s macroeconomic performance over the past year and outline measures to maintain fiscal discipline while preserving recent economic gains.
Parliament is also expected to receive an update on Ghana’s external debt restructuring programme, including progress made, its impact on the economy and improvements in the country’s debt sustainability following recent IMF assessments.
On the fiscal front, Dr Forson is expected to present revenue performance for the first half of 2026 and explain how the government plans to manage public expenditure while protecting funding for priority sectors during the remainder of the year.
The Mid-Year Budget Review is also expected to highlight measures to stimulate economic activity, create jobs, boost investor confidence and maintain prudent fiscal management.
In addition, the Finance Minister may propose revisions to the 2026 Budget to reflect changing economic conditions and emerging fiscal priorities.
Lawmakers will receive a comprehensive update on revenue mobilisation, public expenditure, debt servicing and the fiscal outlook for the second half of 2026.
The Mid-Year Budget Review is presented in accordance with Section 28 of the Public Financial Management Act, 2016 (Act 921), which requires the Finance Minister to report to Parliament on the implementation of the national budget and provide the fiscal outlook for the rest of the financial year.
The presentation is expected to give Parliament, investors, development partners and the public an opportunity to assess Ghana’s economic performance and evaluate the government’s implementation of the 2026 Budget.
