NSS registration suspended After CMS shutdown- Opare Addo

The Minister for Youth Development and Empowerment, George Opare Addo, has confirmed that the registration process for the 2025/2026 National Service Scheme (NSS) has been temporarily halted following the shutdown of the Centralised Management System (CMS).

Speaking at the Government Accountability Series at the Jubilee House on Monday, August 4, the Minister explained that the suspension was necessary to facilitate a full forensic audit of the CMS platform.

“As you recall, the Ministry announced the suspension of the CMS used for postings by the National Service Authority. This action followed a directive from the presidency, ordering the system to be taken offline for a full audit by the Ghana Audit Service.”

The suspension comes after it was revealed that the CMS had been exploited for large-scale financial fraud, including the “ghost name scandal.” Investigations by national security are ongoing, with the Attorney-General’s office reviewing the case for potential legal action.

The shutdown has disrupted the registration and payment process for the upcoming service year, although pincodes have been generated, and class lists from accredited tertiary institutions have been submitted.

“Pincodes have already been generated for prospective service personnel, and class lists have been submitted by all accredited tertiary institutions. However, the registration and payment process is currently paused due to the CMS shutdown,” Mr Opare Addo said.

Around 130,000 graduates are expected to be deployed under the 2025/2026 NSS, providing skilled support to public and private sector organisations nationwide.

Mr. Opare Addo assured the public that a new, secure system is being developed to restore the process and safeguard its integrity.

“Plans are underway to deploy a new comprehensive system that will meet all technical specifications and ensure the integrity of the process moving forward,” he noted.
